At the end of 2017,the populations above 60 years old have reached 17.3 per cent,thereinto,65 and older people accounted for 11.4 per cent.Social development has entered a period of severe ageing and with an increased rate.Currently,the economic and social developments of northwest regions in China lag behind others,and the care problems for the elderly is more prominent.Taking Qinghai as an example,some phenomena illustrate the traditional elderly care model cannot meet the living requirement of present old populations,such as the uneven population distribution,the large number of young workers,the mismatch between ageing and the economic development,the saturation of family pension capacity,and incomplete pension facilities and so on.The national "12th Five-Year" plan emphasises the establishment of the old-age service system based on home-and community-based and institutional support.The elderly care industry in Qinghai province has developed rapidly.However,several issues have arisen in the construction of ageing communities.Such as the deviation of development pattern,the confusion of construction pattern,the lack of standard system,and the absent of humanistic care for the elderly.In the face of such a series of problems,plenty of new models of the elderly care have appeared.In terms of the problem of Qinghai's elderly care,it is urgent to construct the planning mode for the elderly community,study its internal spatial organisation methods,and as an example for the future construction of the elderly community.This article takes the pension problem under the background of rapid ageing in Qinghai as the breakthrough point and centralised community-based pension model as a research objective.First of all,combined with the status and difficulties of the community in Qinghai,this paper makes a comparative analysis on the old-age community modes and cases in China and overseas,refers relevant experiences that are suitable for the construction of the old-age community in Qinghai,and purposes the concept of comprehensive old-age community planning that is suitable for the current situation of elderly care industry and regional factors like ravine terrains and high altitudes.Based on above,constructing the framework and strategy of Qinghai comprehensive old-age community planning model.Second,on the premise of "macro square" control principle and combined with the location strategy and the circle scale control research,this paper presents the complex concept of functional structure,and constructs the whole functional structure of community from the residence,supporting service facilities,green space system and transportation system.Third,based on the establishment of the planning index system principle and combined with the functional structure of the community,this paper studies four layers,residential functional type,slow traffic facilities,supporting service facilities and green space system.Fourth,on the basis of the establishment of the index system,the paper researches the spatial organisation of residential space,slow traffic system,supporting service facilities and the spatial organisation of the outdoor environment and integrate them to as a guide for the spatial organisation method of community construction.Final,taking the demonstration community project of elderly care of Haidong city in Qinghai province as a practical case,the paper verifies several presented research notes about the planning mode of all-age inclusive elderly community and spatial organisation measures and enhances the research feasibility of patterns and approaches.Through the study of the concept of all-age inclusive elderly community,planning model and spatial organisation method of Qinghai,forming a standardised model to guide the construction of the new type of elderly community in Qinghai and its surrounding areas,and providing a high-quality living environment for the elderly.
