Studies On Rural Public Goods Supply In The New Stage

Rural reform in 1978 disintegrated the balanced supply institution of rural public goods based on collective economy, and induced a contradictory problem, which the burden on the peasants was very high but the rural public goods supply was insufficient. Reform of rural taxes and fees system have solved the problem, which rural residents were under extremely heavy burden, but deeply induced the problem, which rural public goods supply was insufficient. This is the bottleneck of the development in agricultural economy even including the whole national economy in the new stage. The purpose of studies on rural public goods supply in the new stage is to Change the condition of rural public goods supply, to increase the income of the peasants, to promote the development in economy, to realize the well-off. So putting great endeavors in research of rural public goods supply has significance in theories and actualities.Based on the theories of public goods, this paper firstly elaborated the concept, characteristic, classifications and advantage position of rural public goods; After that, it recalls the whole course from the collective economy, rural reform to reform of rural taxes and fees system, and analyses the problems and reasons of rural public goods supply nowadays; Finally, beginning with the reform of supply institution, the change of supply policies, and fund-raising through various channels, the authors show us new ideas and ways about how to strengthen of rural public goods supply in the new stage.Peng xiaozhong (Agricultural Economic Management, MAE)Directed by Professor Long Fang.
