Analysis On The Supply Problem Of Rural Public Goods In He Nan Province

A good supply of public goods is the important prerequisite of stable economic growth. Public goods’ supply in rural areas determines all aspects of the construction of new countryside to large extent. The supply includes not only the investment in the construction of productive infrastructure which are closely bound to agricultural production, but also the investment in consumer public goods which covers rural areas of science, education, culture, and heath. The supply of public goods in rural areas is extremely deficient. Therefore, both agricultural production and the life of rural residents are affected. Meanwhile, it is the important source of the development gap between urban and rural areas, and among different regions. As a result, it is necessary and urgent for the government to respond to the supply of public goods in rural areas timely and efficiently.Based on the theories summarized by forefathers, the author will give an explanation of the definition, classification and the importance of the rural areas’public goods supply. Then the author will provide a through analysis of the current situation existing problems and the causes of rural areas’ public goods supply, in Henan province. The problems existed in rural areas’ public goods supply in Henan province are as follows:a downturn of financial assistance for agriculture, a small proportion of farming, forestry, husbandry and fishing spending, a short supply of pubic goods in rural areas, imbalanced supply structure which will leads to a widen gap. The gap are reflected in a way that there is an unfair supply between urban areas and among different regions. The educational, medical, and entertainment facilities supply for rural areas lags far behind the urban areas. For a long time, the "top-down" supply policy ignores the essential needs of farmers and has lead to a coexistence of supply shortage and oversupply and also low supply efficiency.At last, the author puts forward countermeasures of strengthening and improving public goods supply in rural areas and points out a solution of the problems from three perspectives. Firstly, realize the diversification of the main supplier and expand financing channels. Secondly, establish a scientific demand expression mechanism and respond actively. Thirdly, adjust supply structure and narrow down the gap between urban areas and among different regions.
