Research On The Project Supply Problem And Countermeasures Of Rural Public Goods

With the development of the new village and community,the country gradually increase the intensity of support for them,especially in the aspect of public products' supply.After all,the public product is closely related with the functions of local government and the local people's living,the effective supply of public goods has become promote the development of village in the important proposition,narrowing the gap between urban and rural areas.However,the traditional public products'supply,inefficiency and inlow quantity of supply,is not effctive to the construction development of village.Especially after the reform of taxes and fees and the cancellation of agricultural tax,grassroots organization's financial ability,unable to realize highly efficient,high quality supply of public goods,to a certain extent hindering the development of village and community.Under this background,the country uses the way of the project to support the development of village,so that the project type supply of public goods arises at the historic moment,and gradually become the new way for places to perform the functions of the government and an important new variables of social governance.Therefore,studying the project type of public products supply,including the current situation,problems and countermeasures,is of great significance.Based on the public products supply' theory,this paper analyzes the theory of market failure,government regulation theory and the theory of project bidding,then introduces in the evolution of public goods supply mode in our country,from the early to the founding of the people's commune period,and then to the period to the household contract responsibility system.Each period of the public product supply has its own characteristics.Then,the paper introduces the project supply,a new village public products supply' way,including its emergence,institutional change and characteristics.After the introduction,the paper analyzes the present situation of village in the public product supply project type.After many years of practice,the public product supply project type has made certain achievements:alleviating rural financial difficulties,promoting efficient supply of rural public goods and improving the level of public services in villages,improving the efficiency managerment for project sevices,improving the villagers' participation.Although our country has increased the investment of public goods supply of village,making the public product supply validity of project type,the public goods are stil in a serious lack.Especially in recent years,governments at all levels of land circulation,particularly concern many aspects,including the circulation of rural land,the village renovation,construction and development,infrastructure construction and collective asset disposal.But through the simple project operation mode of the public product supply is not in high efficiency and has brought a series of problems:the "Matthew effect" of public goods supply,namely different village in the unbalanced development between economy and society;the unproductive consumption of project funds;the public products supply and demand' contradiction;government rent-creating and the social capital of rent-seeking.Aimed at the problems in the project supply,the paper further probes into the cause of the problems,including the supply of the financial system,soft budget constraints,unopen government affairs and the combination of supply.At the end of this paper,LiCheng District's innovation of the public product supply project type is studied,Introducing the enterprises,experience,practice and problems of the project bidding.Then referencing LiCheng District's project bidding,the paper puts forward government countermeasures in the use of project type to improve the the supply of public goods:perfecting the diversified public product supply mechanism,strengthening the budget management,shortening the project funding process,making the project breakdown of the capital public,implementing of the participating project supervision.Finally,with complementary advantages,effective integration of resources and efficient allocation of village,the public products supply system,will be established.
