The Problems And Countermeasures Study Of Agricultural Extension System At County Level Of China

This research , through talking and questionnaire investigations, investigated and studied the current situation, existing problems and structure of agricultural technique extension of Laizhou County, a coastal county in Shandong Province, and appropriate countermeasures and measures were also put forward here.In general, the agricultural technique extension work at the county-level contributes greatly to the constant development of the agricultural economy. However, with the establishment of the market economy and WTO accession , many problems emerged, for example, the current government system, lack of qualified staff, unreasonable internal structure, shortage of funds and inflexible extension ways, as well as unskilled agriculture technicians and fanners and so on. All these factors retarded the efficient development of the agricultural technique extension.To accommodate current situation and improve the efficiency of agricultural technique extension, this paper advocated that, based on attaching more importance, perfecting the management of the agricultural technicians team, building up and strengthening the two systems of network of agricultural sci-tech extension and rural agricultural technology education and training to improve agricultural tecnichian and farmer's agriculture sci-tech quality; extending agricultural science and technology in multiple ways like Civilian organization of agricultural sci-tech extension, Agricultural sci-tech demonstration gardens and regional high-efficiency agriculture of cropping-animal husbandry ; build a powerful team for agricultural extension and increase the scientific quality and accuracy of their technology decisions, Based on the above measures, a new system of agricultural sci-tech extension system could be established and perfected, which could help solve the problems of China's agriculture and rural and farmer, and to maintain sustainable development of agriculture.
