Application date: March,2004.The thesis based on studying the sugarcane technology extension system in Xiangzhou county. We try to identify the strong points and weakness in this system, especially find out the opportunities and constrains for further development and gave some recommendation on it. The purposes of this research is to provide a deepen understanding on the sugarcane technology extension system in order to make it promote innovations better. It is hoped that policy makers and managers in government will benefit from the outcome of this research and promoting the government extension reform in practice.The study adopted multiple research methods, such like case study, semi-structured interview, in-depth interview, group interview, structured questionnaire, and collecting the second-hand materials etc. The main conclusions are: the sugarcane industry is the pillar industries in Xiangzhou county and it is the main sources of local fiscal revenues and local farmer's income. It has a big space to develop in the future. At present, most technicians in the Sugarcane Technical Extension Station made a lot efforts on promoting innovations although they don't have enough funds and good transportation tool for farm visit. They provide technical advices to farmers to plant sugarcane in order to raising their income. They trained a lot of sugarcane technicians, including technical staffs and farmer technicians. They improved the overall technical level of sugarcane cultivation in the whole county through technical dissemination and technical training. It is worth to mentioned that they increased sugarcane yields through experiment, demonstration, extension of new technologies and new varieties. The peasants' income have increased and the area of sugarcane cultivation has enlarged. But there are some limitations for the Sugarcane Technical Extension Station to promote sugarcane technologies at present. These are as follows:(1) Individual factor;(2)System factor; (1)The sugarcane industry development factor. Based on the analysis above, we formulated some suggestions aiming at improving technology extension system of sugarcane at county level: (1)Make a good system in order to ensure enough funds for extension;(2)make the technicians more responsible for their professions, spending full time on providing technological services to farmers; (3)pay more attention to the re-education of the technicians in order to meet the needs of the development of new technologies and create a good condition for technicians to get improvement; (4)Improve the scientific research facilities and equipments and offer good conditions for technicians to have a better work performance; (5)Change the traditional extension strategies and methods which developed in planning economy system and introduce modern theories and methods of extension in order to meet the needs of market-oriented economy development.
