A lot of researches and results have completed on the cultivated land reserves evaluation in whole country or region in recent years. But the suitable cultivated evaluation of waste-grassland in Hainan Province, which lies in the tropical region, has not been studied systematically. So, establishing the evaluation indicators of waste-grasslands suitable for cultivation for Hainan Province will contribute to scientifically develop waste-grassland, reasonably protect environment and to maintain sustainable development in the tropical region.This research is finished grounded on the program of cultivated land reserves survey and evaluation in Hainan Province. Based on the relevant theories, this dissertation expatiates the natural environment background of suitable cultivated waste-grassland evaluation, analyzes the effect of natural, ecological, social and economical factor and time on the cultivated land reserves resources. By using the analytical hierarchy process, Delphi method and multivariate statistic analyse method etc., this dissertation sets up the evaluation indicators of waste-grasslands suitable for cultivation in Hainan Province, and applies the system to the management of waste-grassland development.The main conclusions are as following:(1) This dissertation thinks that influencing factors of the suitable cultivated waste-grassland of Hainan Province includes nature, ecologic, society, economy factor and time, and puts forward the standpoint that land suitability evaluation should be a dynamic process.(2) This dissertation sets up the evaluation indicators of waste-grasslands suitable for cultivation in the Hainan Province, which includes the indicators (ground slope, soil layer thickness, soil texture, irrigation condition, probability of disaster, risk of ecosystem degradation, size of site, distance of closest town), classing threshold and weight of each indicator, measure models of indicator value.(3) By using the evaluation indicators, this dissertation evaluates 9970.5 hectares of waste-grassland of 18 counties of Hainan Province. The results of evaluation are: the first class area is 2018.8 hectares, the second class area is 5346.5 hectares, the third class area is 2605.2 hectares.(4) This dissertation shows that the evaluation indicators of waste-grasslands suitable for cultivation in Hainan Province has good application in reasonably developing waste-grassland and scientifically administrating engineering of land reclamation in the tropic region.
