Along with knowledge economy times is coming, Human resource's function in the economic development is more and more important, competition between enterprises further manifests competition of person with ability. Moreover, along with farther development of economic reforming, floating of human resource in China is more and more frequent.After China entering World Trade Organization, a great deal foreign capital enterprises swarmed into China, personal capital enterprises also expanded at very fast speed. In the past, national enterprise monopolized high quality human resource, but now this station has already completely changed, more and more persons with ability left national enterprise and go to foreign corporation or personal firm, greatly weakens competition ability of national enterprises. Under the condition, national enterprises want to change this station, improve viability, must reform traditional human resource management system, efficiently uses existing human resource, strengthen exploitation of person with ability, improve employ efficiency and attraction to person with ability.This paper analyzes human resource management characteristics of national enterprise, discuss importantly existent problems and reasons, and research on how to improve. Base on the research of previous persons, this paper analyses the relation between human resource management and enterprise competition ability. It proves that valid human resource management can promote enterprise competition ability from the both side of theories and practice. And establish the model about the mechanism between human resource managementand enterprise competition ability- link control model. Making use of the client-agencytheory and modern enterprise legal person management construction theory discuss the human resource management reason of national enterprise weak competition ability. Finally put forward some ideals about how to establish the human resource management system and how to strengthen the national enterprise's competition ability: Reforming the administrative appointment style of national enterprise's leader. Let the employee participate in the course of choosing the national enterprise's leader. Establishing and perfecting the encouragement and direction system of national enterprise. Adopting the way that workers hold share to produce the encouragement, making employee becoming the common in benefits with the enterprise; According to the characteristic of profession and position, establish the valid and scientific performance appraisal system.
