The management environment of Chinese seaports has significantly changed since the emergence of the 21st century. To analyze this rapidly changing environment, we need to examine the management characteristics of this business entity.Through the study of China's seaport management and administration, I anticipate to acquire a better understanding of port management in developed countries and regions. I will analyses and discusses the long-term development strategies of China's seaport enterprises in doing so will discover problems in both state-owned and nongovernmental running seaport enterprises. We will suggest a more efficient management mode and show that it is a more efficient system than China has in place now.Among the different port management styles that is being utilized in China, central direct, central authority, and local government's management together are all government's behaviors to invest into the seaports. This has led investment main body confusion and the problem with unfair ownership.Examining the rest of the world, there are significant differences among the different management styles. It has nothing in common with each other in the ports in the same country, the same port in different countries and the same port in different periods, but its main style is the implementation of the shareholding system. The shareholders include the country, enterprise group and private. No matter which kind of shareholding system is being utilized, it's the essential style of the port management of the nongovernmentalization. Its remarkable characteristic is which makes port operational business participate in market competition and that enterprise leaders manage the ports according to the market rule and raise the efficiency, not obeying the administrative orders simply, nongovernmentalization overcomes all sorts of public-owned drawbacks of port effectively, and helps to lighten government's financial burden and raise and utilize the fund effectively.Under the State-owned and nongovernmental running mode. It is allowed thatprivately owned composition participates in port business .So there appears privatization in certain degree Privatization is shown as various forms and level. Government can involve into port management and production through controlling private parties. Though nongovernmentalization, port operators operate port assets more effectively, realize the port profit purpose and make state assets preserving or increasing.Under the State-owned and nongovernmental running mode, the government can promote the long-term development of the port through the bonded area and free port policy. Port enterprises must pay attention to the long-term development strategy. They can strengthen the ability to resist risk, improve the comprehensive benefit of the port and reach the goal of long-term stability development of the port, through dealing in pluralism at the port, realizing the multi-function of the port, and dispersing the business risk of the port. No matter for country or port enterprises, continual development is a basic development strategy which must be insisted in the long-term development of port .The development of port economy should not merely meet contemporary people's demands, at the same time, development of today can't damage later generation people meet ability of demand. So some principles of sustainable development must insist on.The implementation of the State-owned and nongovernmental running mode of port will bring some questions such as losing of state-run assets, but we should have one correct understanding to these questions because only looking at this problem and solving them correctly, the State-owned and nongovernmental running mode could be developed and perfected.
