| The selected topic of paper originates from the soft scientific research project of Tongling City of Anhui Province "The research on the support system of small and medium-sized enterprise technology innovation of energy-based city" .The energy-based city is one of the special city kinds in our country,and small and it's medium-sized enterprises play an important role in both technology innovation and economy development.When the small and medium-sized enterprise is engaged in the technological innovation activity, it needs high-efficient regional innovation culture back-up environment. This essay uses regional economics and technological innovation economics principle, combines modern human resources management and advanced achievement that corporates culture study, separately from macroscopic and microscopic aspect, does it set up innovative culture support system of energy-based city that it serves area characteristic resource type of economy . This essay expounds the fact innovation policy support system , scientific and technological intermediary support system , human resources support system and the system of enterprise innovative culture of small and medium-sized enterprises. Finally, the author combines the need of the subject, chooses the urban representative of resource types —Tongling of Anhui Province to carry on real example analysis.
