Study On The Model Of Elitist Which Under The Lead Of Government In Agricultural Generalization

The model of elitist consist in the system of agriculture generalization universally, which under the lead of government. This study was based on the project, which combines with the forest industry and Agriculture industry in the area of HuangHe waterfront section, dong Ming county, ShanDong province. It was used the theory of economic of agriculture, the sociology of agriculture and the theory of modern agriculture generalization to completely research the model of elitist extension. The status and the role of rural elitist were established in the agriculture generalization, which will be helpful in making the agriculture extension strategy under the leading of the government. Through the whole research, we got some views as below:(1) In the rural area where economy fall behind developed area, the elitists usually were those people who were the leader of village, or the head of a family, or the workers who worked outside the local rural area.(2) why the elitists in the countryside took part in agricultural extension. The reasons were as below: firstly, they obeyed the command of local leaders. Secondly, they hope to be respected by the society. Thirdly, there were also some economic benefits to impel them to do.(3) The main types of the rural elitists to take part in extension were that the policy elitists would take two types of modal to guide people. While the economical elitists would adopted many way to guide people, such as showing the profit, demonstration, support, service, and big enterprises in the country bring along, and stock show them to do.(4) The internal principle of the elitists in the rural area to take part in intension, firstly, they get along well with local people, secondly, they were consistent with the organization structure and social structure, Thirdly, they were consistent with the complex of social and cultural conditions.(5) The drive force which elitists affect the behavior of local farmers were credit, good relationship with local people and the influence of economic, notion and authority.(6) The scheme of modern agriculture extension should be put in two ways. For the scheme of affecting the local people's behaviors would be taken in hand by the rural elitist, for the strategy of the environment will be taken by the government. The combination of these two aspects would have a good affect on the farmer's behaviors. It was the optimal way to realize the cooperation of these two aspects.
