Study On Agricultural Technology Transfer Process In West Area

The No.1 Document issued by the central government in 2004 has put forward that the reform of agricultural technology system should be carried out with the core of enhancing the capacity of innovation, reserve and transformation on the country's agricultural technology. Agricultural technology transfer is an effective way of applying the new and advanced agricultural technology into the production and thus to turn into productivity. Based on the study of agricultural technology transfer, this thesis aims to explore the mechanism of China's agricultural technology transfer, and to probe into the relations among researchers, farmers and extension people and also to study the process of farmers' adoption of new technology. It has chosen Sha Bianzi administrative village in Yanchi County, Ningxia Hui Autonomous Region to do field survey, which is a respective place in China's Northwest area. It takes the introduction of a Chinese medicine as case study and has adopted participatory approaches to test the whole process. Judging from the angle of the farmers and that of technology transfer institutions, this thesis studies the technology transfer of its effect, mechanism and policy, the affecting factors, and the pushing forces, etc. Conclusions are reached as below:1. It lacks effective communications among the farmers, researchers and extension people during the introduction process of the Chinese medicine. The extension people take a top-down working method, which made it hard to realize the farmers' desires. Besides, factors such as the capacity of people charging of the technology dissemination, their working attitude, the mode of technology transfer, the mature degree of the technology, the fund and the quality of the services, are all affecting the effect of that technology transfer.2. Farmers' adoption degree is influenced by their education, their adventure spirits, their psychological characteristics and their economic status, and is closely connected with their psychological carrying capacity.3. It is important to know farmers' psychological characteristics in the process of technology transfer.4. The government's policy influences and determines the technology introduction and application degree of the Chinese medicine.Based on the above conclusions, and judging from the angle of agricultural technology transfer, this thesis has proposed corresponding suggestions on the mode of technology transfer, the policy, the technology extension mechanism and farmer households' participation.
