On The Construction Of Chinese Public Crisis Decision-Making Mechanism

Stepping into the 21st century, with the strengthening of our reform and opening-up policy, the rapid development of market-oriented economy, and more serious challenges after entering WTO, we are faced with more uncertain factors in social development such as all kinds of conflicts and problems, thus the chances of emergencies are getting larger. Furthermore, urgent public crisis is increasingly becoming a thorny problem in our society, and it needs timely and efficient management by the government that acted as an administrator of public affairs. Public crisis management is a systematic project associated with all aspects, and "the core of which is to build an efficient set of public crisis management mechanism." Only we strengthen the mechanism, can we effectively prevent and manage these urgent public crises. As its key link, the building of public crisis decision-making mechanism is more urgent and important. To some extent, we can say that whether this mechanism is perfect or not decides the success of our government's public crisis management.The introduction of this thesis introduces the background of crisis management problem and the concepts concerned, and sorts out the Chinese theories of crisis management and the western ones. Then it analyses the necessity of establishing public crisis decision-making mechanism from two points. The former is that public crisis decision-making mechanism can complement the mechanism regulated by traditional bureaucratic system. The later is that there is a lot of practical meaning to set up public crisis decision-making mechanism. Finally, it points out the paper's research methods, its innovation and framework.The first chapter of this thesis analyses objectively the current situation of Chinese public crisis decision-making mechanism. On one hand, we confirm that Chinese government has made great achievements in practicing public crisis decision-making. On the other hand, we must face the fact that the present situation of Chinese public crisis decision-making mechanism cannot catch up with public's expectation, and international level as well. Meanwhile, this paper makes an analysis of the disadvantages of Chinese public crisis decision-making mechanism.The second chapter comes up with the basic principles that public crisis decision -making can follow and the alternative methods. Because of the particularity of public crisis, some non-conventional principles must be abided by such as theprinciple of punctuality, resolution, flexibility, putting people first and so on. And some non-conventional methods should also be adopted such as the methods of quick analysis of decision-making, asking for urgent counseling, acting with caution in handling uncertain issues and so forth.The third chapter designs the process of Chinese public crisis decision-making. This process is composed of following steps such as identifying crisis, making the probationary plans of dealing with crisis, selecting the most suitable plan, carrying it out, collecting its feedback, making adjustments to the plan and so on.The fourth chapter sets about establishing the scientific system of Chinese public crisis decision-making. This system consists of its central system, supporting system, information system, and environment system.The last chapter explores how to build the system of investigating and affixing the responsibility for public crisis decision-making mechanism. It analyses the practical meaning and approaches of establishing this system.
