A Study On Our Government Mechanism In Crisis Management

Modern society is a society in which crises happen frequently. Almost everyday in the world there are crises which are natural or artificially created. In this case crisis management mechanism is set up in many countries, and crisis management plans are also made in many international organizations. As Mnaway, pre-Secretary of Defence says "In the future, strategy will not exist and it will be replaced by the crisis management." As for as China is concerned, since 1990s, China has stepped into transformation period, joined in WTO and deepened reform and opening to the world ,thus many crisis events happen constantly which are harmful to the people's life and properties .At the same time, it is shown there exist defects in the current mechanism . Our Party in its one meeting put forward the decision of improving our Party's power abilities 。Although the Party's power abilities contain many aspects, without doubt our Party's and government's ability to deal with the crises is one of them because crises tend to affect directly the stability of the society, the development of economy. Moreover it could threat the Party's position in power and the government's legality. So either form the people's angle or the Party's and the government's, it's essential to strengthen the government ability to deal with crisis. The following four parts is to be mainly discussed in this essay. Part one analyzes the general ideas of crisis. On this basis, the government's responsibility is especially stated. That is to say it analyzes the reason form theoretical and realistic view why the government will take the responsibility for building the mechanism in crisis management. The second part emphasizes on presenting the current situation where our government copes with the crisis. At the beginning of this part, the trend of the crisis in our country are talked about, followed by the experiences we have had, the existing problems in mechanism and solutions. The third part is generalized by a proverb: "there are other hills whose stones may serve to polish the jade." On dealing with the crisis and building the mechanism in crisis management, some countries in the world such as the Great British,America, Israel and so on have made great progress and had rich experiences .What China should get form their mechanism and characteristics is also found in this part. Part four is the important part of this essay. After analyzing rationally and considering the current situation of China and executive ideas of our government, we can conclude that what we chase for is to build our own mechanism in crisis management. In other word, this kind of mechanism is guided by scientific development opinion in value and modern electronic information technology is its main technical means. The last part is concluding remarks.
