Against the background of a fast and steady growing economy and the improvement of people's living standards, China sees a rising rate of recommitting crimes by emancipists, which has aroused wide concerns from the government and the society, and has also greatly drawn the author's attention. How can those criminals who have been released upon completion of a sentence readjust themselves successfully to the society? How can they grow to be interested in maintaining social stability by fitting themselves in? In the process of role transferring from emancipists to recidivists, what are their real appeal to special public services provided by the government, prison and community? What is the supply condition of special public services provided by the government, prison and community? With these questions in head, through literature reviews and an initial investigation of recidivists in 2006-2008 in Prison L of Hubei Province, the author gradually improves the theoretical analysis frame of the study.By means of quantitative and qualitative methods, based on the theories of equity & justice, human right, empowerment and public liability, this study collects materials through questionnaire survey and case interviews of Prison L and Community M of Hubei Province. Aiming at reforming criminals into law-abiding citizens, the investigation takes supply objectives and entity responsibility of special public services for recidivists as starting points, and analyzes the prominent problems and their origins, from the angle of supply of special public services. The paper explores inner connection between supply failure and entity responsibility, and puts forward countermeasures to intensify supply entities'sense of responsibility.Several conclusions are drawn as follows:the government, prison and community should shoulder responsibilities respectively and build an effective communication and collaboration mechanism in order to prevent emancipists'recommitment; emancipist's returning to crime is closely related to the poor state, even lack, of supply of special public service which should be provided by the government, prison and community; emancipists should be empowered by the government, prison and community for re-employment, psychological correction and rebuilding of social relations as they are a part of the disadvantaged groups. The paper finally makes several suggestions in intensifying entity roles in supplying special public services:improvement of laws and regulations to ensure support from the government; effective measures to reform criminals; reinforcement of community's pubic responsibilities to empower emancipists.
