Modern Information Management Research Of Military Scientific Institutions Aimed At Improving Performance

Military scientific institutions take on responsibilities for military information construction and state economic construction service. Because of its limits of special system, modern management concept and level of military scientific institutions is relatively backward. But in recent years, to accomplish the goal of constructing innovative country, our country proposes the development way of"Production, Education, Research and Practice"to institutions including military scientific institutions. To adapt the revolution in our military affairs, military puts forward realizing"Five Functions"change of institutes. Meanwhile, military scientific institutions themselves face the increasingly severe competition pressure outside. Facing the urgent situation, military scientific institutions should improve the modern management level and realize the transition development smoothly.With the methods of integrating theory with practice and empirical analysis and the theories of information technology application and performance management in Public Administration, on the basis of the theory of information management and the practice of military scientific institutions, this paper presents exploratory research on how to use modern information management means in military scientific institutions to solve the information management shifting from disperse construction to whole coordinated construction, in order to improve innovative R&D capability, scale production capacity and transformation ability of scientific and technological achievements, and finally to realize the strategic objects of military scientific institutions.This paper analyzes emphatically on information management status of military scientific institutions and proposes suggestions on constructing modern information management environment from three points including system, regulation and information management system. It also presents the objects of information management, that is, to improve and optimize allocation of resources and boost knowledge accumulation and scientific innovation; to improve standardization of production management effectively; to arouse the enthusiasm and creativeness of scientific researchers sufficiently and constantly; to improve performance of military scientific institutions marked with innovation and comprehensive competitive power.
