Our social institutions bear the most basic public services related to all aspects of people’s social life. The quality and efficiency of public services that institutions provided to the public play a decisive role for the structure and level of a country’s social governance, the satisfaction and trust of public to the government, the people’s happiness, and social stability and harmonious. And scientific research institutions undertake the important role of national technology innovation, is an important force for social progress and an important role in the enterprise replacement. Under the traditional planned economy system, scientific research institutions led by the government, its inputs, outputs and mostly under the framework of the internal management of administration, research tasks assigned by the government, research funding funded by the government, which led to the direct consequence are research-based institutions has long been lacked of reasonable and effective performance evaluation mechanism, irrational allocation of research resources, and the efficiency of scientific research achievements transform into practical productive forces is lower. Therefore, in recent years, various regions and departments are to implement central policies and arrangements to push forward the work of reforming of institutions. In the background of scientific research-based institutions transform into enterprises, XY technology center face their own survival rules of self-financing, and urgent need to establish an effective performance management system.In this paper, there is a review of the performance management theory, and collate and summarize the theoretical results. This paper complicated expound the theory of performance management from the five aspects of the basic theory of performance management, equity theory, " man" theory, job analysis theory, and social responsibility theory, analyzed the performance management function or the status to the development of the company, summed the commonly used method of performance management, described a complete and mature performance management processes. Next actual served the existing organizational structure and performance management status of XY Technology Center, and analyze the problems and the reason of problems. On this basis, for the new requirements brought by the new changes, this paper use of target management method to determine center performance management objectives, combined with KPI to determine the different performance index of XY technology center different person of technician, managers and support personnel, designed XY technology Center management system, and implement applications.Based the study of theoretical research and XY research center performance management under the background of XY technology center transfer into enterprises, this paper urges that to make the institutions under the background of turn to enterprises to get a better development, we must firstly strengthen the understanding of performance appraisal, and re-establish the value of Re-performance and Re-contribution; selected the performance appraisal indicators and performance management methods that appropriate to the actual situation, established a sound performance appraisal system; and to guarantee the implementation and applications of the performance appraisal system, improving the reliability of performance appraisal.
