The development of military science and technology,the strength of the military and the whole defense capabilities,are determined by the quality of military personnel and a large number of military science and technology human resources training.However,in the process of our army's active efforts to carry out military reform,the open and market-oriented social environment has brought an unprecedented impact on the construction of the military scientific and technological personnel.Behind the human resources management system not only hinder the play the initiative and creativity of the professionals in military science and Technology Co.,but also resulted in the loss of a large number of scientific and technological personnel,thereby affecting the steady increase of the scientific and technological strength of our army's long-term development and defense capabilities.Therefore,in order to increase the sustainable innovation capability and operation capability of our army,in the modernization of military competition occupy a favorable position,we must put the development of military science and technology human resources,troops technical human resource,strengthen our military scientific research unit human resources management as a very important strategic task.The research literature of domestic and foreign human resources management were introduced and evaluated based on.Firstly,the paper introduces the military research institutes and characteristics,points out the military research institutes and other enterprises and institutions of the differences: human resources in military scientific research unit of structure and characteristics are analyzed.On the basis of the characteristics of human resources management in military scientific research unit;analyses the factors that influence the military scientific research unit human resources quality.Followed by a description of the military scientific research unit in our country human resources overall environment and external factors,mainly discusses the status quo of muddy military scientific research unit in our country human resources system construction of the concept of the state and human resources management system,operation mechanism.In the present situation analysis based on,this paper not only for human resources management in our army scientific researching units exist are discussed systematically.And explore how the domestic and foreign human resources management research results applied to our army scientific researching team construction and management on.Finally,in view of the current domestic and foreign military reform,combined with our army scientific researching units of human resource management status and existing problems,from the establishment of the new human resources management strategy,improve human resources management system,attention to recruiting and screening technology application,strengthening performance evaluation and salary management,pay attention to knowledge type talents training and development,strengthen the assessment of human resource management,several points of view,put forward the comprehensive system to improve and enhance the level of human resources management of scientific research units in our army some specific suggestions and countermeasures.
