Comprehensive law enforcement in urban management, as one of the most effective ways to deal with the disadvantages of the present administrative law enforcement system, has achieved remarkable success in reducing the number of teams, improving the level and efficiency of administrative law enforcement, and promoting the reform of it. However, problems still remain. In recent years, conflicts between law enforcement officials and peddlers and city residents have increasingly intensified, and violence occurs frequently in law enforcement. This has aroused extensive attention from theoretical and practical fields. Get to the bottom of its result, decentralization, babelism and contradiction of the basis of comprehensive law enforcement in urban management are main reasons. Therefore, studies on the basis of comprehensive law enforcement in urban management will play an important role in promoting administration according to law, accelerating the construction of a government of law, and realizing the process of legalization of urban management.This paper had a full-scale and systematical study on the basis of comprehensive law enforcement in urban management based on a comprehensive use of the basic theories and methods of constitution, administrative law, administrative science and sociology. Firstly, the legitimacy of UMPAP comprehensive theory of law enforcement was discussed; secondly, the existing basis of comprehensive law enforcement in urban management were retrieved and analyzed; thirdly, the weaknesses of it were explained; fourthly, concepts and guidelines of the innovation and amendment of it were illustrated; finally, several concrete countermeasures for improvement were proposed.
