Research On The Generative Mechanism Of Floating Population Crime

As China's economic development, population mobility has become an inevitable. With the large number of floating population into the city, they become fresh activists of urban development. At the same time, their presence also brought the city a serious social problem - rising crime rates. How to solve this problem becomes a number of scholars and experts'research topic. From the mechanism of floating population crime, the author finds out the source of floating population crime committed frequently, in order to be able to develop countermeasures to prevent crimes committed by floating population. The specialized research to generative mechanism of the floating population crime is to reveal change law that is criminal psychology of floating population, the special subject, stimulated by criminal factors is how to be changed into criminal conducts. Especially the study of this mechanism is to probe why floating population committed crime, and how their criminal behavior happened and so on.This article begins with concluded floating population criminal cases in a certain district of Xiangtan City in Hunan Province nearly three years from 2007 to Oct.2009, find out the crime state and the main crime features of floating population. Judging from these features, the author believes that the main elements causing floating crimes are economic policy failures, social control awareness and personal misconduct. What the author aimed to discuss is the generaive mechanism of floating population crime that is the rhythmic changes of the factors caused crime throughout the whole crime process. And in this crime mechanism, all criminal factors complement each other, or the shift, or complementation, and then into a crime committed, then the final implementation of the crime. Also, the author draws some strategic suggestions on preventing crime happened of floating population in this crime mechanism: optimizing the macro-social environment and restraining the criminal knowledge to smother crime in the first stage; perfecting micro-social environment and restraining the formation of the criminal determination to prevent the awareness of crime from translation into criminal determination; strengthening the management of floating population to eliminate the condition of crime implement. We must realized that preventing the floating population is not a easy thing. It requires more social care and more attention to protect the legal rights of floating population.
