The emergency of the floating population was the new outcome since the Reform and Openness. It was the certain demand of the economic and political developments and it imposed a positive effect on the whole society. However, with the continuous deepening of the Reform and Openness and the continuous acceleration of frequency of the floating population, the floating population itself triggered the illegal circumstances and even crimes, bringing more and more pressure on the public order. Wenling, a city subordinate to Taizhou in Zhejiang Province and one of the county-level cities with greatest density of population in China, has a permanent resident population of 1.16 million and a migrant worker population of 0.6 million.This article is taking Wenli ng as a specific example to put forward the necessary suggestions and prevention countermeasures to be adopted through the discussion of the concept, characteristics and causes of crime of the floating population. And this article intends further to discuss a certain number of the fundamental problems relating to crimes committed by the floating population, the special subject of crime.
