Establish a service-oriented government is the target of china's current government administrative reform. People-oriented, seeking to fulfill social management and public service functions, focus on solving the livelihood problems, optimizing allocation of public resources and vigorously implementing e-government is service-oriented government's theory, similarly, the construction of a People-oriented, efficient, honest, fair and high degree of public satisfaction with the new government is the basic assurance to achieve the most fundamental interests of the people of our country. It markets the new era of fundamental change in the value of china's public administration. It is also an evitable choice to build a"people-oriented"socialist harmonious society.Service-oriented government building requires"people-oriented". It needs to show off and transparent the government's work, to understand the will and represent the voice of the people , to stimulate their interests to participate in government's work, and to supervise government's work dealing effectively through specific ways. Thus, the government needs the supervision of the public."System defects","institutional vacuum","power trading"and other corruptions and violations have occurred times and times. So, the government needs more supervision from the public urgently for the construction monitoring and maintenance. And this supervision should also be real-time and extensive. Meanwhile, the government must also be handled properly with the relationship between public opinion, the relationships between public opinion and public policy-making, administrative power, government officials and other aspects. This article discusses a total of three sessions.The first part is the overview of relevant theory of the service—oriented government and the public opinions.Through the study of the two facts,I will first give the definition of the services—oriented government and the public opinion,the characteristics and the elements for constructing of this government,the methods,characteristics and social function of the supervision by public opinion on the government.Knowing the unique status and special role of the public opinion in our system of government ,prevision.The second part,I will analysis of the relationship between China's service—oriented government in the process of building with public opinion.The paper will start the analysis by the present construction of the service-oriented government and the present status of public opinion,evidenced by few pieces controversial public opinions in supervising the government.It will focus on the two sides of building a service—oriented government in public decision—making interaction between public opinion and service—oriented government staff interaction between public opinion in the relationship between the interaction.In—depth analysis and discussion of problems in the relationship between the two,as well as the reasons for these problems, solutions.
