It has also eroded the foundation of leadership of Chinese Communist and menaced social stability. Corruption has been regarded as both the grievous pollution and the flinty challenge to our nation. It has been long believed that corruption will become the uppermost to destroy all the achievements attained since China's reform and open up. If so, the development of our national economy will be called off, the course of Chinese modernization will be delayed. For administering and liminating corruption, the key point is to find the root of being corrupt.Corruptions in different countries under different systems have one thing in common. That is the abuse of administrative power. As trying their best to attain and protect the most benefits, these groups have become the greatest resistance to the reformation and anti-corruption movement. On the other hand, the lack of efficient, open and crystal supervision to the execution of administrative power allows the corruption to multiply like bacteria in the invisible places. Meanwhile, administrative power itself has features of its own, such as discretion, scarcity, alienation and isolation that might enable corruption to occur.Singapore and USA have made successful exploration and achieved precious experiences on the control and prevention of corruption. This paper, combining these exploration and experiences with practices and difficulties of anti-corruption in China, offers positive suggestion to the nation's controlling and preventing corruption, and puts forward that the point to eliminate corruption hereafter is to improve and perfect the nation's systems. Anti-corruption is just the temporary solution, while revention is the permanent cure. The distemperedness of the existing political and economic systems and holes in the action of various managing systems have provided advantageous conditions to corruption to breed and propagate. Therefore, in order to clean up corruption, we should firstly perfect supervising system, give play to the unconscious influence of education and culture, then propel the course of the rule of law, consolidate the function of checks and balance. Last but not least, the monitoring and warning system on the risk point should be improve and perfect to combat corruption and build a clean government. on doing this, gaps in the economic and political systems should be stopped, permanent cure to eliminate corruption should be found. All the actions of anti-corruption help preventing and eliminating corruption and do good to the positive and harmonious development of the economy and the society.
