Innovative Research On The Community Youth Services By Tianhe Communist Youth League Organizations

Along with the deepening of the Reform and Opening-up, the urbanization process has been accelerating, the urban management system has gradually transferred from the"two levels of government, two levels of management"to the "two levels of government, the three levels of management", and the focus of the city has been down. The community has become a cell and carrier of modern society organization, and also the construction of the community has become a basic project of the city and social development projects. The development of the community and its apparent function leads to the fact that the Youth League has to confront the unprecedented challenges, and also offers new opportunities and broad prospects to it at the same time. Based on the community, how the Youth League develop its community youth services better and innovate has been an important issues.Tianhe District was founded in 1985. Since then it has witnessed the strategic shift of the city center and now became the new center of Guangzhou city. It shows the success of the implementation of the Reform and Opening-up and be the pioneer of the new Guangzhou city. With the rapid development of urbanization, Tianhe District has now formed varieties of youth groups and recently employment and entrepreneurship, spiritual and cultural and rights protection are been hot. However, due to the absence of detailed, lasting and professional educational pattern, juvenile crime, psychological imbalance, the distortion of the phylosopy and values are still existing. The Seventeenth Congress pointed out that the society should support the people's organization to participate the social management and public service and safeguard the legitimate rights of the people. Under the support and guidance of the government, Tianhe District is actively exploring a new and more effective pattern for community management and service education. Based on the current pattern and idea design of the organization servive to community youth in Tianhe District, this paper combines the conditions of Tianhe District, resource endowment, and experiences of other districts to explore the new carriers and channels to promote the innovation and development of the Youth League's service work in this area.
