In the 21 st century,China's aging process accelerated,old-age pension has become a difficult problem of the Times.With a large number of rural young and middle-aged people flowing into cities and towns,the proportion of the elderly population in urban and rural areas is obviously inverted,and the problem of rural aging is more serious.At the same time,the rural old-age service resources shortage problem is more prominent,the rural area faces more difficult than the urban old-age support plight.Liaoning province is a typical province of the northeast old industrial base,with high urbanization level,deep aging degree and large outflow population.The rational allocation of the resources of the old-age service in urban and rural areas is conducive to speeding up the development of the old-age service industry in rural areas of Liaoning Province,making overall plans for the allocation of the resources of the old-age service in urban and rural areas and promoting the balanced development of the old-age service in urban and rural areas.Based on the urban and rural panel data and the coupled coordination model of the population ageing and pension resources from 2009 to 2016,based on the analysis of the inverted status of urban and rural aging in Liaoning Province,the present situation of the allocation of the resources of the old-age service,the comprehensive index of the population ageing and the allocation of the resources of the old-age service,and the coordination degree of the two systems,there is an obvious gap between urban and rural areas of aging and the allocation of old-age service resources in Liaoning Province,and the allocation of old-age service resources is unbalanced.From 2009 to 2016,the "U" composite index of urban population ageing changed,and the composite index of resources allocation of old-age services basically rose;the composite index of rural population ageing continued to rise,the comprehensive index of the resource allocation of the old-age service increased first and then decreased.Overall,the coordinated development of urban aging and the allocation of resources for old-age services is better than that of rural areas.In 2016,cities and towns have entered a stable phase of coordinated development,but rural areas are basically in a state of imbalance,and the level of coordination needs to be improved.At present,the supply of old-age service resources in rural areas is insufficient,and the development of old-age service industry lags behind cities and towns We will strengthen the role of the urban old-age service industry in radiating radiation to the countryside,improve the innovative capacity of the urban old-age care model,improve the compensation mechanism for the distribution of benefits between urban and rural areas,and create a number of pilot demonstration areas and pilot demonstration institutions,establishing a mechanism for timely adjustment of old-age pensions in rural areas,raising the standards for the payment of old-age pensions in rural areas and the level of old-age pensions in individual accounts,and specifying the proportion of financial subsidies to be provided by governments at all levels,according to local conditions,local governments at the provincial,municipal and county levels shall formulate pension subsidies and share quotas.
