In view of the construction of local civil servant performance evaluation, some researches are presented in this paper. The main studying methods are data studies, Focus Group Interview and Ahp.Authorized personnel are organized to carry out the focus group interview. The four dimensionalities:political quality, organization ability, work style and work result, which are including thirteen guidelines, are confirmed as the performance evaluation guidelines of local civil servant.The program of local civil servant performance evaluation is designed in accordance with the four steps, which are plan, examination, evaluation and feedback. The evaluation system is put to use to carry out the empirical study about some mid-level management staff in Jilin province.In order to implement the security system of the civil servant evaluation favorably, some suggestions are proposed, which are on the basis of the demonstration, combining with the reality of the civil servant evaluation in China, and according to the ideological education, supervision mechanism and appeal mechanism.
