Civil servants, as important national human resources, are the performers of the lines, principles and policies of the party's as well as state laws and regulations, and therefore on behalf of the image of the party and the government. As main body in public administration and public service, civil servants bear the management of the state affairs and public services. As a result, the national civil servants examination system for civil service is an important part of a basic management of public services. The value-oriented transformation of government function will lead to the inevitable tendency of the establishment of the civil servant evaluation system based on service quality and public satisfaction and so as to guide the civil service continue to improve the service quality and thus to achieve the Government's strategic objectives.This paper, taking the evaluation system of F Department of Lanzhou City as study object, makes an analysis on the current situation, problems and possible causes with the literature analysis, empirical research and data analysis, based on performance appraisal theory home and abroad. This paper proposes a quantification evaluation system combined with objective management as well as a comprehensive 360-degree performance evaluation method, and a comprehensive quantitative assessment model which will evaluate the civil service ethics, ability, diligence, performance, inexpensive, and other aspects and can improve the performance appraisal system through the use of the KPI theory.
