Subsistence system is a farmer-friendly policy and system to protect the citizens' the right to life taken by China. For Jilin Province whose proportion of state-owned enterprises is higher, agricultural economy sectors is heavier, and then level of economic development is lower. How to establish and perfect the urban and rural subsistence system is a problem that has been researched by the Jilin government and academic. This paper sorts the standard and the object of subsistence system in Jilin Province and other issues through literature review. This paper has used the latest data of Jilin to empirical analysis the Jilin's subsistence system and found that there is quantitative relationship between the level of Jilin Province subsistence and the local public finance and wage level. Through correlation analysis, we have found that establishing the subsistence system in Jilin Province need to try various, urban and rural minimum living standard security system.This paper is divided into six parts, the first topics of this article explained the background and significance, while studies were reviewed, described the research method. The second part has sorted of the basic theory of subsistence. The third part has classified and summarized the foreign social subsistence system. The fourth part has analyzed subsistence system. The fifth part has analyzed the correlation between the subsistence system and economic indicators, using regression analysis. Part VI has summarizes the paper and proposed Policy recommendations. Address relevant issues raised by empirical analysis, this article from the system, technical and theoretical question of how to improve urban and rural minimum living Jilin policy recommendations.
