Study On The Subsistence Security System Of Rural Disabled Person

The Subsistence Security System is a social security system that State givesthe families whose per capita income below the minimum living standard of local government announcementcash assistancein order to guarantee the basic living expenses of the family members.Minimum living security line is the poverty line.Ten years urban and rural integration practice of our Subsistence Security System prove that giving appropriate subsidies to peoplereaching the poverty lineto ensure their basic living practices,hold up an umbrella for the poor families,and make a contribution to maintain social stability.Although the Subsistence Security Systemhas made great achievements,but overall the level of our Subsistence Security System is low,can't meet the needs of poor families,in particular,can't meet the needs of rural disabled family.Therefore,evaluating the effect of the rural disabled personobtain subsistence allowances,understanding the improved demand of disability farmers to the Subsistence Security System,are important for the Subsistence Security System,especially for the future rural policy development.Based on the theory and research review of public goods,equalization of public services,this paper takes disability farmers in 4 counties 12village of Fujian and Jiangxi provinceenjoying subsistence allowances as study object,explores the implementation effects and problems of rural disabled families Subsistence Security System and policy,through surveys and using quantitative analysis method.The study found:(1)Differences between rural subsistence allowances in different regions are large.(2)There is inequity inobtaining subsistence allowances.(3)Security way of Subsistence Security System is single.(4)There is still a serious shortage of funds in Subsistence Security System.(5)Institutional mechanisms of rural Subsistence Security Systemrun unsound.Based on the above analysis and findings,this study proposes a number of recommendations to improve Subsistence Security System in 4 counties 12village of Fujian and Jiangxi province:(1)improve laws and regulations,according to the law to promote the construction of rural subsistence allowances;(2)increase investment in public finances,and comprehensively promote the equalization of basic public services;(3)widen the financing channels of security funds;(4)scientifically formulatesubsistence allowancesstandards;(5)improve the mechanism of rural Subsistence Security System,accelerate the urban and ruralintegration of Subsistence Security System.The insufficientof this research are mainly two aspects:firstly,personal ability,experience,and grasping of the policy are lack in the study process,there is not comprehensive in the later conclusions;secondly,survey and collectrelated datathrough questionnaires and quantitative analysis using SPSS 19.0 in the whole thesis writing process,but due to lack of grasping quantitative methods,limiting depth analysis of the effectiveness of policies,we look forward toovercomein thefuture studies.
