With the implementation of the administrative law enforcement of civil service reform pilot, in addition to breaking through the traditional cadre management system and single management mode of formulary outside, more importance is:use the modern public sector management concept of human resources to conclude the reform experience from theoretical and practical aspect, make the comparative analysis and other methods, analyze the status quo, look for the reason, clarify thoughts, see the direction, improve designs, highlight the value, steadily promoting civil service system reform.This paper mainly deals with existing problems, causes of classified management about the grass-roots civil servant's position in the state tax bureau system, and in the inter-external grass-roots civil servants position classification of the successful experience of basis, combining with pilot unit Y area of X city the actual situation, proposed the improvement of the method and way of classified management about the grass-roots civil servant's position in the state tax bureau system. The paper is divided into six parts:The first part is the introduction. Explain the main background and significance for the selected subject, and briefly introduces the research methods and thinking of the selection of the subjectThe second part is theoretical overview parts. It mainly introduces the basic concept of civil service position classification, specificly includes civil servants position classification definition and basic steps, and on this basis to explore the definition of classified management about the grass-roots civil servant's position in the state tax bureau system, finally introduces research status about the civil servants position classification:feasibility of position classification, methods of classification research, classification procedures and methods, and perfect position classification countermeasure, etc.The third part is about the experience and reference of domestic and international civil service position classification.It mainly introduces the civil servants position classification management practices in France and the United States and also introduces pilot research reform practice activities in the Inner Mongolia autonomous region BaYanErMeng irs and Hubei ZhiJiang city and summarizes the experience of domestic and international civil service position classification for reference.The fourth part is about position classification pilot research activities of the state tax bureau in Y area of X city. It mainly introduces civil servants position classification pilot research background and the implementing process and implementation evaluation at Y area of X city state tax systemThe fifth part is on the advice which covers the standardizing and perfecting the civil servants'position classification management in the grass-roots state tax bureau system. The paper puts forward countermeasures from changing concept, system innovation, grasping the key and perfecting supporting facilities.The sixth is on the conclusions and the prospect of research papers.
