Analysis Of Civil Service Job Classification System

Position classification is a basis and premise for scientific system of public service, it is core content for legal system of public service. A scientific and legal system of public service cann't be established without position classification.Before implementation of civil service law, China classified the civil servants on the standard whether they worked on the leadership positions or not. Practice has proved that the standard on the leadership positions or not, not on the position's nature and characteristic, has brought many problems in the past ten years, because that classificaition mehtod put all civil service on one kind of mangement and promotion. Implementation of civil service law removed the obstacle from the law. According to the nature, characteristics and management, Civil servants'types of jobs are integrated into the management category, category of professional and technical categories such as law enforcement and administrative categories. Though there has been a big difference between reality and law. The practice of position classification in our country met with many a problem, which affected the construction of system of public service and adminstration.Based on the studying object of system of position classification, the paper begins to elucidate the origin and development of position classification, its significance and functions. Then looks back and make clear its development track, subsequently analyzes existing problems in chinese system of position classification, and makes a deep inquiry into system of position classification in U.S, Japan , and Chinese Taipai, at last presents the suggestion for solving the existing problems.
