An Empirical Research On Influence Factors Of Inter-departmental Information Sharing Under The Internet Plus Government Service

With the rapid popularization of the Internet and the development of information and communication technology,social life and all walks of life have brought about great changes,which also put forward new requirements for government service.In order to deal with this new thing,our country has issued a number of corresponding policy documents.Government information publicity is a wise move to improve government transparency.Likewise,deepening departmental coordination and cooperation is an innovative measure to enhance the government effectiveness of the reform measures,the foundation and the premise of which is to realize the information sharing and using among departments.It's of great urgency to explore and study inter-departmental information sharing under the Internet plus government service.On the basis of the literature review,combining the rational behavior theory,social exchange theory,trust theory and transaction cost theory,this research has built the theoretical model of inter-departmental information sharing influence factors under the Internet plus government service,mainly from the two dimensions of technology and organization.The paper carries out empirical research through and large sample data analysis among 411 government officials and uses structural equation model to verify and analyze the results,with qualitative research to study and explain the conclusion.The results have supported six hypotheses in the seven research hypotheses proposed in this paper.The results show that all of the compatibility of hardware and software and information systems,technical competence,information security,trust among departments and the leadership support have a significant positive effect on inter-departmental information sharing degree under the Internet plus government service.Cost of information sharing has a significant negative effect on inter-departmental information sharing degree under the Internet plus government service.Due to the limitations of reality and other factors,the negative effect of IT outsourcing and inter-departmental information sharing degree under the Internet plus government service has not been verified in this paper.The research results can provide useful reference for the government to enhance inter-departmental information sharing behavior under the Internet plus government service.This paper mainly provides suggestions and thinking from three aspects: ramming the standardized foundation of inter-departmental information sharing,improving the construction of Internet government service cloud platform,strengthening matching resource supports of inter-departmental information sharing.
