Research On Performance Evaluation And Promotion Path Of Inter-departmental Data Sharing In Big Data Era

Government inter-departmental data sharing is of great value for breaking down government barriers,promoting government organizational structure flat,realizing internal business synergies,improving the overall governance capacity and efficiency of government,and accelerating the construction of service-oriented government.At present,there are some problems such as lacking of the design of relevant in institutional mechanisms and the concepts for the performance evaluation of inter-departmental data sharing,the low performance,the fragmentation of department business system,and the serious data barriers all seriously hinder the process of cross-departmental data sharing of our government.In the era of big data,the use of big data systems to carry out a comprehensive and systematic study of the performance evaluation of government inter-departmental data sharing is of great theoretical and practical significance and provides a new perspective and material for improving the performance evaluation of government inter-departmental data sharing.It is conductive to effective synergies of government departments,further promote inter-departmental data sharing,transform government functions,and improve government governance capabilities.This paper focuses on the combination of theoretical research and empirical research.It mainly uses literature research method,investigation research method and quantitative analysis method to conduct in-depth research on the performance evaluation of government inter-departmental data sharing.Firstly,it clearly defines the relevant theories and concepts of the performance evaluation of government inter-departmental data sharing,and analyzes the value function and guiding significance of big data in the realization of inter-departmental data sharing.Secondly,on the basis of analyzing the progress in the practice of cross-departmental data sharing in our country,and drawing lessons from foreign advanced evaluation indicators and existing domestic performance evaluation indicators,this paper establishes the basic index system for the performance evaluation of government inter-departmental data sharing.And then,the index system is optimized by factor analysis and analytic hierarchy process,and the index weight is divided and graded.Thirdly,through the in-depth analysis of the data,this paper sums up the existing common problems in the performance of inter-departmental data sharing of our government,and summarizes the factors that restrict the performance of inter-departmental data sharing of our government.Finally,it takes big data as the important background of the current era,this paper attempts to explore a path to improve and optimize the performance of inter-departmental data sharing in the government supported by big data system,focusing on the decomposition and discussion of the optimal path from the four aspects of improving big data resources system and the performance evaluation support system of inter-departmental data sharing;building an inclusive and open cultural atmosphere;establishing an inter-departmental cooperation for efficient interconnection of data services;and standardizing big data technology application standard and the performance evaluation index system of data sharing.
