Study On The Mechanism Optimization Of Chinese Government Inter-departmental Knowledge Sharing

With the advent of economic globalization and knowledge economy,knowledge has become the main mean for organizations to survive and develop,and is becoming a key resource for social development.In the environment of knowledge-based economy,the viability of an organization depends directly on the competitiveness of organizational knowledge and the successful usage of knowledge in everyday work.Knowledge is also an important resource to promote its ever-changing and progressive progress for the government.Meanwhile,with the rapid development of social progress and market economy,increasingly complex social issues put forward higher requirements for public management,and no government department can solve the public affairs independently.Promoting the inter-departmental knowledge sharing of the government will help the knowledge cross the department and get unimpeded sharing,which will help improve the performance of government departments and help the society to provide efficient public service and change to the service-oriented government.Based on this theoretical framework,we need to optimize the inter-departmental knowledge sharing mechanism to enhance the level of government knowledge sharing.Firstly,the article demonstrates the important significance of the government’s inter-departmental knowledge sharing research to the present;Secondly,it defines the concept of government knowledge sharing and realization mechanism,and analyzes its reference to the inter-departmental knowledge sharing mechanism on the basis of holistic governance theory and government knowledge management theory.This paper analyzes the current lack of dynamic mechanism,the lack of security mechanism and the assessment of the soft constraints of the accountability mechanism of the inter-departmental knowledge sharing mechanism of our government.Combined with the above issues of inter-departmental knowledge sharing mechanism,the paper is to explore the causes of these shortcomings;to elaborate and analyze these governments’ experience and explorations in the inter-departmental knowledge sharing mechanism;Finally,based on the lack of the current government inter-departmental knowledge sharing mechanism,the author referred to foreign experience and proposed to improve the knowledge literacy of public officials,to create a culture atmosphere of knowledge sharing,to improve the data,information security,confidentiality laws and regulations,to promote comprehensive information system network sharing platform construction,to improve inter-departmental knowledge sharing assessment and accountability mechanism,etc,to optimize the government inter-departmental knowledge sharing mechanism.
