Under the background of Big Data,the integration of information technology and social economy have caused the rapid growth of data.Hence,data has became one countries' basic strategic resource.The government,acting as knowledge intensive organization,should hold on to the opportunity of the development of internet and big data to build a learning organization.However,the way to construct a learning organization is rooted in effective knowledge sharing activities across department in local government at all levels,only in this way,can enhance government's knowledge stock and improve knowledge standard of civil servant at all levels.In the field of inter-departmental knowledge sharing in local government,knowledge sharing is not occur spontaneously,which needs to certain mechanism to promote the activities of inter-departmental knowledge sharing at all levels.This study based on the theory of social exchange and recourse-based theory,exploring the relationship between information technology,organization factors,policy factor and the inter-departmental knowledge sharing behaviors,the inter-departmental knowledge sharing behaviors and organization performance from the perspective of empirical study.The empirical results showed that:(1)Information technology has significant positive effect on inter-departmental knowledge acquisition and knowledge donation at local government levels.(2)Leadership support has significant positive effect on inter-departmental knowledge acquisition and knowledge donation at local government levels.(3)Organization motivation has no significant effect on inter-departmental knowledge acquisition,but has negative effect on inter-department knowledge donation.(4)Mutual trust between department has significant positive effect on inter-depa-rtmental knowledge acquisition and knowledge donation at local government levels.(5)Policy factor has significant positive effects on inter-departmental knowledge acquisition and knowledge donation at local government levels.(6)Both inter-departmental knowledge acquisition and knowledge donation have a significant positive effect on personal performance,but have no direct effect on organization performance,the individual performance has a mediating effect between interdepartmental knowledge sharing and organizational performance.Based on the results of empirical analysis,this study put forward the corresponding management suggestions,including information technology construction,leadership's actively participation,the construction of formal and informal relations between departments,the perfection of relevant laws and regulations on knowledge sharing,the optimization of personal policy and personal performance achievement,in order to develop effective interdepartmental knowledge sharing behavior of local government and the realization of organizational performance.
