Older age groups and pension issues are more and more attended by people. The older persons living ability is declining, and psychological dependence is increasing. Therefore, trend of population aging, how to effectively protect the material and spiritual needs of older persons, the elderly spend their remaining years, it becomes the government and social needs of families and issues of particular concern. The development of pension services relates to the vital interests of older age groups. The government in its development of social pension agency's sustainability. Pension service in the development process and give full play the functions of the government is currently building a moderately prosperous society and building a socialist harmonious society protection.Dalian in the mid-20th century,90 had entered the ranks of aging. Dalian has a large population of aging, growing faster and the "old before getting rich" and other prominent features. Currently, the pension agency in Dalian can be classified according to the nature of ownership:State office of pension institutions, collective institutions and private old-age pension to do three main types of institutions. Under the current circumstances, how to nurture these pension services and support to effectively lead the community care service better, faster development is an important task facing the government.In this paper, theoretical analysis and field investigation and case analysis of a combination of methods. Extensive collection of literature, based on the aging of the population and government functions related concepts and theories in the paper, and through interviews with relevant staff and departments of civil affairs to the care service agencies on the ground case studies, comprehensive, in-depth understanding of social Dalian the development of pension service agencies and government to support the development of pension services, and analyzes the development of Dalian pension service problems exist and put forward a specific policy recommendations.This study found that the current social pension services Dalian main problems:Office of the State pension institutions are more primitive conditions and beds are in short supply; Private pension institutions of varying scale, the level of disparities, the lower occupancy rate; Single service pension agency, the quality of employees is not high; Institutional care for the elderly to stay the lack of legal protection. Combined with the advanced experience and practice areas and the situation in Dalian City, there are proposed policy recommendations:Pension can fund channels to open up services to increase financial support; Develop a variety of old-age model, and step up publicity efforts to improve the occupancy rate pension institutions; Pension services for classified could accord to functional orientation; Introduce laws and regulations of the elderly accidental injury; Pension services have to strengthen the management and staff training; Establish and improve the quality of assessment of pension service management system.
