Research On Social Welfare Receptions And Welfare Needs Of The Disabled

The disabled facing severe problems of survival and development,Chinese welfare institution being in transition,the voice of civil rights and social justice being getting louder, under the the triple background, this research take the social welfare for the disabled as the study object,through the survey of the disabled to explore their welfare receptions, welfare needs and welfare implementations in the process of social welfare. Adhering to the problem-based rule, this research comes up with two main research questions and uses empirical date materials to respond:First, what are the multidimensional welfare situations of the disabled? That means what the current situations of their welfare receptions, welfare needs and welfare implementations are. Second, what are the influential factors and their influential extent towards the multidimensional welfare situations of the disabled? It includes what the influential factors and their influential extent towards their welfare receptions, welfare needs and welfare implementations are.The purpose of this study is to enhance the social welfare of the disabled,the research on social welfare issues of the disabled from multiple dimensions has important theoretical,policy and practical significance.Based on some relevant theoretical and empirical research,this research proposes "the welfare receptions and welfare needs of the disabled" analytical framework, and combining with the questionnaire and database, respectively operationalizes three dimension of welfare(welfare receptions, welfare needs and welfare implementations) into four aspects(social security, funding for the disabled, services for the disabled,the service institutions or facilities for the disabled) of the corresponding variables.Using quantitative method and multi-stage stratified cluster sampling, this research investigates the disabled groups from four Chinese cities of four different zones(North:tianjin,east:nanjing,Northwest:lanzhou and Southwest:chengdu). This research describes and compares the current multidimensional welfare situations of different disabled groups(include the situations of welfare receptions, welfare needs and welfare implementations).Also,this research analyzes the potential influence of individual basic factors(age, gender and health condition), disability factors(disability categories, disability grade, self-care ability), stratum factors(Individual stratum factors:level of education, employment situation; family stratum factors:family economic situation, self-evaluated status),regional and household factors(household type,belonged city),the four groups of independent variables towards three dimensions of social welfare(welfare receptions, welfare needs and welfare implementations) for the disabled.Through a series of analysis methods, such as interactive classification, multiple regression,etc, this research finds that in the process of social welfare the disabled face the dual "non equalization", and there are significant differences in different welfare aspects and different welfare dimensions.Individual basic factors,disability factors,stratum factors,regional and household factors have different effects on welfare receptions, welfare needs and welfare implementations of the disabled,which basically verifies the three hypotheses of this research.In addition, Individual basic factors and disability factors have higher degree of influence on dimensions of social welfare than stratum factors,regional and household factors.This is because the research focuses on welfare recipients-the disabled groups to carry on the whole study.Based on the relevant literature review and a series of data analysis,this research points out that in the process of social welfare the disabled is in a marginalized position,but due to lack of transverse comparison with social welfare situation of other ordinary social members at the same time,this research is unable to present this rejection with specific data.Nevertheless, constrained by database and researcher’s ability, this research has several limitations on establishment of analysis dimensions and levels, index operationalization and interpretation quality of analysis results. Further research should take comprehensively multi-level factors into account in order to conduct a more systematic study,and should provide more scientific and rational design scheme about the strategies of social integration.
