Disabled children is a special social vulnerable groups, to receive compulsoryeducation is their right, but also their obligation. But taking Jilin Province as anexample, the education of disabled children is still has many problems, it is not onlyrelated to the implementation of the compulsory education and the protection of therights of disabled, or consideration of local government public management key pointis accurate and effective. The development of disabled education should focus on thecompulsory education for children with disabilities, it reflects the degree of civilizationand education fairness of society, to the stability and harmony of society plays a crucialrole in. Furthermore, education for disabled children can be related to guarantee thebasic living conditions of disabled children conditions, so that they truly enjoy theeducational benefits, to share the results of social progress and civilization, to makethem more confidence, the future can better integrate into the society, the greater thevalue of life.This paper takes Jilin Province group of disabled children and family as the objectof study, the Jilin province disabled children education, education and the education ofrehabilitation welfare benefits other demand analysis, tries to objectively reflect theproblems, my province still exists in the disabled children in education, the educationin our province system of disabled children and resource benefit disproportionately,government grants gap larger, parent families of children with disabilities, cognitivesense of social education system is not perfect, the government failed to form along-term mechanism problems. To promote the implementation of the laws andregulations at home and abroad, reference and all successful experience, it putsforward some suggestions to improve the welfare of disabled children education inchina.The education of handicapped children welfare is multiple, the diversity is mainlyreflected in the government responsibility, family involvement, mutual support andparticipation of social forces and the community. The implementation of education andwelfare of disabled children, the key is to on the basis of disabled children education, extensive, strengthen the education system of disabled children coherence, stability,special features, and gradually establish a government led, community, family, socialforces as the beneficial supplement of integrity education for disabled children welfaresystem. So as to achieve the gradual improvement of the disabled children’s right toeducation, and constantly promote the development of the cause of the disabled theharmonious and orderly, ultimately realize "equality, participation, sharing" Chinesedream.
