The disabled has particularly difficult due to physical or mental defects. As one of the most helpless, the disabled children is the most promising,should be received extensive attention of society and the public. In recent years, Shanxi Province have issued a series of protection of the disabled children welfare policies and regulations,their survival and development conditions be improved. But Shanxi Province mainly passively provide some material to meet the basic survival needs of the disabled children,being not able to arouse the subjective initiative of the disabled children.In terms of disabled children education and welfare in Shanxi, the education environment have got obvious improved, but haven’t given enough attention to ascend their ability. As the most gold way of improving the capacity,preschool education cannot be included in our special education system,and it cannot develop the potential of disabled children in time. At the same time, the personalized degree of deformity compulsory education, vocational education and the development level of higher education cannot satisfy the needs of the disabled children and can’t increase the ability to adapt to society in all aspects. In short, our current special education system are not able to meet the multifaceted needs of disabled children, far from it to "empowered" of disabled children, helping them to participate in social life fully.For the disabled children, through a certain method,relevant welfare measures, and special support, we can help the disabled children recover their function to a certain extent, especially through education, explore potential of the disabled children in the process of accepting the education, increase their life and employment ability, so as to realize energized, prompting them into normal social environment. Combining the theory of Empowerment,so as to promote the all-round development of disabled children, this test finds problems and deficiencies existing in the current system,through analyzing the current situation of disabled children education in Shanxi Province, at the same time performs causal analysis, combining the practical experience both at home and abroad, and trys to put forward some feasible suggestions in order to enrich the education and welfare of the disabled children, to protect the rights of the education for disabled children, enjoying the better education, raising ability,and participating in social life better and more efficiently.
