Study On The Building Of The Service-oriented Government Of China In The Vision Of Human

The new concept of "Service-oriented government" which is proposed by Chinese scholars around the 21st century.This is also a bold exploration to carry out a new government of managerial model, when Chinese scholars face the new international and domestic environment of rapidly changing. But the concept of service-oriented government, the domestic as everyone mixed. Based on this, the use of literature, comparative studies and qualitative research methods, from the view of the human to discussion the construction of the service-oriented government.The article is divided into five:the first part is an introduction; the second part is the theoretical analysis; the third part discusses the human effectivenesses and predicaments in the construction of the service-oriented government; the fourth part proposes the build path of the service-oriented government in China from the human dimension; the fifth part is the conclusion.The first part presents the background and significance of the article; analysis the study status of theories about the service-oriented government and human; describes the basic framework and research methods of the article.The second part is employing the theory of human to analysis the service-oriented government. First of all, discuses the meaning, characteristics and foundation of use of the theory of human in the government services. Secondly, analysis the necessity of the theory human is used in the service government. Again, analysis the human elements own the service-oriented government itself. Finally, discuss the human elements of the public and civil servants in the service-oriented government, presents and analyzes the interaction model of public and civil servants.The third part of the paper analysis the human effectiveness and predicament in the construction of the service-oriented government. The human effectivenesses are discussed mainly from the three aspects about the ruling idea of our government, political and legal system, individual citizens are concerned. the human predicaments are described mainly from three aspects about the public and civil servants, the people's livelihood and the "people" in the government building.The fourth part of the paper under the problems which were proposed in the previous chapter, from four aspects about a sense of civic responsibility and ability, the livelihood's return of the government's public service, improve the "people" in the government building and the introduction of "Human Sigma", to proposes paths which are used to solve the human predicaments in the construction of the service-oriented government.Part V summarizes the main points and conclusions of this paper, analyzes the shortcomings and pointes out the worthy contents of the further study.
