Research On The Building Of The Service-oriented Government At The County Level In The Mode Of Direct Control Of The County

With the rapid economic development of our society, direct control of the county system is developed into an important measure of grass-roots level, and the requirements of public services equalization also promote the process of building service-oriented government.The article is divided into three parts. The first part analyze the development of county-level service model. This mainly focus on the achievements and problems under the main mode for the County in the city, the county in building a service-oriented government; Secondly, basing on the above analysis and the introduction of the success stories draw a conclusion that the direct control of the county model can promote the building service-oriented government at the county level, and combine them.The second part analyzes the direct control of the county system bring opportunities and challenges to the county government building service-oriented. After coming out of City Managing County, county government control of the county development is more independent than before, with relatively more resources to self-govern, the increase of financial authority and powers are also more conducive to the formation of the county government as the main public service system; opportunity is always accompanied by challenges, coming out from the controlling of City County Government, how to get rid of the shortcomings of the past and outdated, facing up to the new institutional environment, and truly take on the task of building a service-oriented government are still problems needing to be dealt with. Besides, playing a role in public service, and handling the relationship between urban and rural development, rationalizing the relationship between cities and counties, the public service ability of the County Government put forward higher requirements on country government.The third part of the main mode of direct control of the county building service-oriented government initiatives at the county level. Mainly from the county government to improve public service capacity, change the way the county's economic development and development of elaborate three aspects of grassroots democracy.
