Study On Farmers' And Herdsmen's Administrative Participation In Tibet

Since the democratic reform in Tibet, political, economic, cultural and social levels have been significantly developed. Besides, social order has been relatively stable, the market economy has been developed gradually, and the level of the people's live has been vastly improved. With the establishment of the system of regional ethnic autonomy, especially since the reform and opening, Tibet is becoming from a traditional society to a modem one. The transformation of administrative participation of farmers has been accelerating gradually. As the main body of Tibetan society, the farmers and herdsmen participate in public affair to enhance the government's decision-making more scientifically and responsively and to maintain the basic rights and interests, which is helpful for promoting the democratization of the administrative management.However, for some reasons, the administrative participation of farmers and herdsmen still exists many problems, such as administrative participation enthusiasm is not high, the level and ability to participate in the administrative participation mechanism is low, etc. Meanwhile, the administrative participation of farmers and herdsmen is also related to the realization of citizen basic rights, coordinated development of regions and national autonomy. No matter from the theoretical level or the reality aspect, it has its particularity, and is one of the hot issues people focused on. Therefore, this article will target on the administrative participation of farmers and herdsmen, so as to find the reasonable pattern of administrative participation.Based on the concept, scope and function of administrative participation, this article analyzes the obstacles and restriction factors in the administrative participation of farmers and herdsmen, such as economic, cultural, education, religion, history, and so on. Then, the paper analyzes the measures of overcoming these problems and tries to find the feasible measures of improving the administrative participation of farmers and herdsmen in Tibet. There are four useful measures, including setting up "people-oriented" concept, strengthening economic construction, strengthening construction of the socialist legal system, cultivating political culture of farmers and herdsmen, strengthening the education level of the farmers and herdsmen in Tibet.
