Human resource capacity building is a known cornerstone for the developed state of developed nations.and hence obvious need for developing nations such as Ghana. China-Ghana bilateral relations have existed over five decades. China provides educational avenues for Ghanaians in China to develop their capacity and skills in various universities. There has limited information about how such educational exposure reflect on the need for human resources capacity building for Ghana. and further, the extent to which such experience could strengthen the China-Ghana relations, culturally and economically. This study was aimed at examining these aspects of identifying the palpable dimensions of International relations relative to human resources capacity, with experiences from 30 Ghanaian students in tertiary education in China. A structured questionnaire was sent via email to prospective respondents in various universities in China.The results showed that China continue to engage Ghana through educational opportunities as demonstrated in the construction of three model basic schools in Ghana,and further given scholarships to Ghanaians to study in China. Evidence from those interviewed points to the fact that educational experiences in china are beneficial as in its ability to improve on the private, health,agriculture and educational sectors of Ghana. The knowledge gained from china could strengthen international relations between the two countries by engaging indigenes in both countries to examine opportunities for joint partnerships in the sectors enlisted above.It is recommended that the students and government of Ghana should examine further opportunities of strengthening the networking skills of Ghanaians to engage their Chinese counterparts. within the counters of private partnerships through entrepreneurship.Organization of the thesis is in four chapters.Chapter 1:Introduction This section of the study covers the background of the study. the problem statement.the research questions, research objectives and rational of the study. The other sections of this chapter elaborate on the relevance or rational of the study in addition to the conceptual framework with which the key issues of this study is examined on.Chapter 2:Relevant Literature ReviewThis section of the study focuses on related literature on international relations between nationals generally, with much emphasis on China-Ghana and China-Africa. Special focus is given to the examples of building and strengthening the human capacity of Ghana that has been demonstrated in agreements and projects cited in Ghana.This chapter also review literature of scholars related to the fundamental goal of capacity building for national development and how human resource capacity can benefit Ghana and Africa in general. This same chapter also reviews the opinion of scholars and some international organisations like the UN special agencies on the need for African countries to build their capacities for speedy development of the nations.Views of scholars on the commitments of increase in long term Chinese government scholarship and also from training of African professionals like teachers. agricultural officers.nurses.medical doctors just to mention a few, to build their capacity in china. It is also the view of the scholars that human capacity building is fundamental to economic growth and social development, it is also their view that various programmes such as study and travel grants. fellowships and training both locally and abroad have been pursued by governments including Ghana.Furthermore,the literature have review views of scholars on the relevance of Ghanaians locally and abroad to enable them to bring the knowledge and skills to bear on solving the challenging issues of decreasing poverty and building a more resourceful society are still of relevance.Chapter 3:Results and Discussions of InterviewThis section of the thesis covers a presentation of the results from interview with students in various universities in China. The results are presented in themes. graphs and tables and are organized based on the objectives of the study. It also elaborates on the implications of the results to the current dynamics of international relations with more emphasis on capacity building. This section also deals with the background of the respondents (Ghanaian students) in china. sex of respondents. year of stay in china and marital status.Thematic issues derived from sharing of relevance of educational experiences to Ghana.There were thematic issues based deduced from the responses on educational knowledge and skills acquired. These have extracted and categorized in to the industrial, educational, health. and private sector. This section also looks at Education in China. how it benefits to China-Ghana relations.This section also look at Courses/Programmes studied by Ghanaians,Chapter 4:Conclusions and RecommendationsThis chapter looks at the conclusions and recommendations of the thesis Cluster of course and forms of education in Ghana, these courses comprise those found in humanities, pure sciences, and health sciences. Majority of students in china studied health science. Chapter four also looks at Use of educational experience to foster China-Ghana Relations. The Ghanaian students should examine critically the availability of opportunities in Ghana for the use of the knowledge they acquired and send their ideas to the relevant agencies in Ghana to aid shaping mutual agreements between the countriesThe foreign and educational ministry of China-Ghana should explore possibilities of creating opportunities for Ghanaians to continue to benefit from the educational experiences in China.
