Capacity building to strengthen the civil service, and improve the ability to govern and administrative level, has always been a fundamental construction of the building of the civil service. The transformation of economy and society is accelerating and the reform of the political system is deepening in China. So, civil servants bear a major task as the government functions bearer. Therefore, the study of Chinese civil service capacity building, proposed effective ways to improve and enhance civil servants Capacity building undoubtedly has great practical and political significance.The central government initiated a new round of institutional reform since2008. Shandong provincial government established a new human resources and social security departments on the basis of the original personnel department and labor department. Human resources and social security department charged with the important task of a unified configuration, planning, management of human resources, and duty to build the social security system as a whole. Such work is closely related to the life of the masses. So civil service capacity building of Human Resources and Social Security System in Shandong Province is very important. Through analysis of the civil service capacity building of human resources and social security system, as soon as possible to establish a high-quality civil service to provide theoretical support for other institutions to improve the management of the civil service, as soon as possible to improve the overall quality to provide a reference.In this paper, the human resources and social security system of civil servants in Shandong Province is the research object, we aimed to seeking to build a practical system mechanism to improve the civil service capacity building, using a combination of theoretical analysis and practical research. First of all, the paper explained the meaning, objectives and contents of the ability of civil servants and civil service capacity building,and introduced related theory. Second, made analysis of the achievements, experience, problems of the foundation of the civil service capacity building process of the human resources and social security system in order to put forward practical countermeasures. Finally, based on the status quo of the civil service capacity-building of the Shandong Provincial People’s social system, boiled a scientific and rational path to choose. To this end, the first to establish the goal of the civil service capacity building; Second, to innovate the concept of civil service capacity building; Third, to rationalize internal agency functions; Four,to Improve the capacity building management system;Five,to improve the civil service capacity-building mechanisms; Six,to optimize the external environment; Seven,to speed up the evaluation of technical research.
