Political development is about the relationship between political culture and power structure, also including general political process. During the changing process of the Political system, political development is accompanied by the development of legitimacy basis. Thus, understanding how the political system obtains its legitimacy is the key point to understand the developing path of this political system. Through theoretical analysis and researches, we know that the essence of legitimacy is to emphasize the fundamental values of the political life of internal consistency. The way to gain political power, the effectiveness it brings, and the legitimacy of the rules and the pursuit of ideological consistency as well as subject and object of power between the values of identity are an essential element of contemporary political legitimacy.Since its establishment, the PRC has achieves unprecedented grades, which closely related to the development path chosen by the CCP. Although different stages may have different focuses, China's developing has never copy the Western system model. Instead, it shows a great deal of realism and self-orientation characteristics. The main character is that the transmission of power concentrated in the vertical direction and rarely subject to the restrictions from the horizontal direction. Although not yet mature, this system is also able to gain its legitimacy from both national and social level, bring effectiveness and form identity. Besides giving approval,we also have to concerned about the changes now taking place in China. New demands come along with new environment, bring opportunities as well as challenges to the ruling party. In response, the institutionalized of China's political development path is inevitable and necessary.
