With the development of information technology and the popularity of the Internet, E-government construction is becoming an important indication of a new round of international public administration ability reform. With China's increasing degree of internationalization, foreign language version of government websites is playing an increasingly important role set up in foreign exchanges and establishing international image of the Chinese government. Post-Olympic Era and 2010 Shanghai World Expo have accelerated the urgent need of the construction of the English version websites. Although the domestic Chinese government websites building experience is more mature, Chinese and foreign users differ both in culture and use habits, so building sites in English cannot simply copy the experience of the Chinese version. Therefore, the related practice domains urgently need more studies on the building of English version Government portal sites from the academia. This study just proceed from the author's personal understanding during two practices and is on the basis of the research findings in various fields on English version Government website building. The author concludes the experience on website development of Inter-cultural scholars and scholars in the field of educational technology as the theoretical basis of this study, and then designs the website analysis framework for the government English portal. In this study, the author takes the English version of Shanghai Changning District Government Portal as an example, and selects four English government websites like the United States government Portal, Canada government portal and so forth as references, to analyze and summarize the similarities and differences between these comparison sites and the English version of Changning District government website. Subsequently in this thesis, the author gives reasons for the gaps between the comparison sites and Changning District sites, and proposes some improvement suggestions on the English version of Changning District government websites. Finally, the thesis raises the innovations in this study, meanwhile, raises the shortcomings of this study, and the prospects for the development in this area and expectations to the follow-up researchers.
