Administrative accountability refers to the regulations that specific principal subjects hold government departments and civil servants accountable. Administrative accountability plays a significant role in building a responsible government in China. Therefore, the study is of great theoretical, as well as practical importance. The thesis first provides a detailed analysis of administrative accountability's concept, connotation, rules and theoretical foundations. Secondly, the thesis studies the successful practices of administrative accountability in western countries, which are especially valuable for the implementation of administrative accountability in China. Next, the thesis analyzes the operation, characteristics and problems of administrative accountability in China since the event of SARS in 2003, which provides effective ways for its development in China. The thesis consists of four chapters. The first chapter introduces the definition, connotation, rules and theoretical foundations of administrative accountability. The second chapter studies the successful practices of administrative accountability in western countries. It introduces its main content in developed western countries, collects its characteristics, and puts forward the valuable experiences for the implementation of administrative accountability in China. The third chapter analyzes the practices and difficulties of administrative accountability in China. It mainly introduces the implementation of administrative accountability in China since the event of SARS in 2003 on the levels of the central government and local government. The typical practices of local governments in Changsha, Chongqing, Shenzhen, Hainan, and Anhui are introduced in the part. Besides, four major problems of its implementation are discussed. The fourth chapter reflects on the path of the implementation of administrative accountability in China. The practices include six domains, namely, the perfection of relevant laws, the establishment of explicit and consistent government responsibilities, the enforcement of administrative chief accountability system, the perfection of administrative accountability's mechanism and procedure, the enforcement of NPC accountability system, the implementation of a comprehensive supervision system and the building of combined accountability mechanism.
