The Problem And Countermeasure During The Construction Of Responsible Government At X Town Of Anhui Province

At present, with the rapid evolution and development of democracy politics and civil society in the world, based on the developmental needs of new public management theory and social practice, the public are beginning to show an increasingly strong demand for the government to provide a satisfactory and convenient public services, meanwhile they are entrusting to high hopes and full of expectations for the government and its civil service in the aspects of responsible consciousness and accountable behaviors. This is an indisputable fact. At the same time, base on the tasks of deepening domestic reform and opening up to the outside world, of accelerating the development of modernization and on the objective reality of economic and social transformation, the government highlight an increasing awareness and have the urgent need to strengthen it's leading role, in which it is taken on as a promoters, an organizers and a coordinator of national economic and social development. Accordingly, deepening administrative reform and vigorously promoting the construction of the service-oriented government, government by law and responsible government has become increasingly popular. Among these, the construction of responsible government is more urgent and imperative. X town of Anhui Province is no exception. Specifically, during the construction of responsible government at X town of Anhui Province, it also exists some problems---the administrative staff have a weaker sense of responsibility, pay much more attention to the official position, become indifferent to exercising power according to law; the government fall behind in transforming functions, get lack of vigor in the construction of the responsibility system, have much more difficulty in the implementation of responsibility system, be weak in the supervision of responsibility on the government and its staff, has a little accountability efforts on the default of administrative responsibility, which can not be ignored about. Therefore, the government of X town should strictly implement the plan from the above aspects in order to speed up the construction of responsible government just in there.
