With China's overall national strength has been continuously strengthened,increasing international status,intelligence agencies in some countries will be identified as Chinese steal secret goals,to intensify the implementation of a full range of information monitoring in china.In the new situation,the rapid development of information technology,the Internet is more and more widely used,great changes have taken place in secrecy competency with the form,scope,content,object,field,steal secret technology,subtle form,and cunning means advanced lead to hidden leaks increased significantly.At the same time,some secrecy departments and sectoral secrecy competency systems and classified management measures are at a low level.Secret staffs awareness of secrecy is weak.Secrecy is facing a severe test,ensuring the safety of state secret information is increasingly becoming the focus of secrecy work.Therefore,according to the scientific method,the selection,training and evaluation of confidential personnel,and the establishment of a confidential competency evaluation system are the needs for the further development of secrecy work.It is also an important part of the evaluation of secret personnel in the new era.Aiming at the problem of how to quantify the selection,assessment and evaluation of confidential personnel,this paper first studies the current situation of the research on the secrecy competency model at home and abroad,and puts forward the problems to be studied in this paper,and then studies the related theories and technologies applied in this paper.Through interviews,surveys,questionnaires and statistical analysis,we identify the constituent elements of the first level and the two level of confidentiality competency of different roles,and design the criteria of the evaluation hierarchy of confidentiality competency,and build a confidentiality competency model.The evaluation of secrecy competence is realized through expert scoring and situational judgment test,and then the security competence evaluation system is analyzed and developed.The aim is to select and assess the standard for the secret personnel,and to promote the systematization,platform and flow of the security personnel evaluation work in China.
