Central Committee Document No.1 pays attention to issues concerning agriculture, countryside and farmers in a row. On one hand, it shows the central policy's tendency to these issues; on the other hand, it reflects the government aware of the importance of resolving the three rural issues. China is a populous country, its population taking up three-quarters of the world's population, about 1.3 billion of which 0.9 billion are farmers. Most of them live in rural village for a long time with the poor living standards and life condition compared with the people in the cities. Such phenomena as farmers can't afford medicine fee, farmers with disease can't see doctors, and farmers bring up sons to support parents in their old age, etc are countless. However, the social security framework of medicine, retirement pension, unemployment, insurance, etc in cities has already stabilized. Over the years, China's urban and rural development has been showing a dual structure with an obvious gap in distribution which not only damages the economy but also gathers potential social crisis. But when social crisis reaches a limited point, it may trigger a large-scale social crisis and social conflicts and finally lead to the failure of concept of social harmony. So In the crucial period of social transition, our government has to deal with issues concerning agriculture, countryside and farmers (three agriculture issues). Under this background, how to effectively improve the farmer's living standard and control rich-poor gap for countryside social security system is of importance, but there still are lots of difficulties and challenges faced in the rural social security system development and implementation such as institutional system seriously lagging behind, some underdeveloped laws and regulations, maladministration, shortage of funds while the key issue is that there are still some unclear, unreasonable and unsound phenomena for the establishment, implementation and enforcement and supervision of the rural social security system in the process of performing government's function. This essay tries to find the existing problems in official responsibility in the current rural social security system from practical point of view, through analysis of current rural social security system and from official government's overpower and absence of power aspect. And it finally holds how the government should fulfill its duty to realize the rural social security in the hope that the great object of building a well-being society and a harmonious society can be comprehensively achieved.
